How Botswana has shown the world how to manage natural resources transparently while building trust among its citizens. Inspired by Botswana’s success, we’d focus on creating a strong, transparent governance framework for Somalia using digital tools.
Our Strategy
First, we’d develop a Centralized Digital Portal: This comprehensive online platform would consolidate all government services. How digital portal would allow Somali citizens to apply for services? By moving all services online such as permit payment, tax payment etc.., we’d reduce the chances of corruption by making every transaction and process fully transparent.
Next, we’d publish Financial Data and Contracts Online: All government contracts, licenses, and resource revenues would be made available on a public platform. This approach would help the Somali people see exactly how their country’s wealth is managed, making it harder for corrupt deals to go unnoticed.
By implementing a transparent digital framework. we’d create an environment where every action is monitored, every transaction is visible, and every decision is open to scrutiny. Consequently, it would be much more difficult for corruption to thrive.

Our Strategy
To begin with, we’d digitize Public Services: Inspired by Rwanda’s approach, we’d work with the Somali government to digitize essential public services like renewing business licenses, accessing land records, and applying for social services. This method would minimize the need for face-to-face interactions, where bribery and favoritism can occur, and make government services more user-friendly.
Furthermore, we’d introduce Secure Digital Payments: Just like Rwanda successfully reduced corruption by moving to digital payments, we’d implement secure online payment systems in Somalia. All payments, from taxes to fees, would process digitally, ensuring every transaction recorded and traceable. This shift would cut down on “extra fees” and under-the-table payments.

To ensure fairness, we’d develop a Fair Revenue-Sharing Formula. We’d work with the Somali government to establish a revenue-sharing model that ensures natural resource wealth distributed fairly among all regions and communities. This approach would promote national unity and reduce the potential for local grievances.
• Additionally, we’d create Local Development Funds. To ensure that resource wealth directly benefits local communities, we’d help set up local development funds to finance vital projects like schools, hospitals, and infrastructure, especially in areas affected by resource extraction.

Moreover, we’d support Independent Oversight Bodies. Following Rwanda’s lead with its effective Ombudsman’s Office. We’d work to strengthen Somalia’s National Anti-Corruption Commission (NACC) to ensure it has the resources, independence, and authority needed to tackle corruption head-on.
By empowering Somali institutions and officials with the right tools and knowledge, we’d help create a capable, accountable government that prioritizes transparency and integrity.
Engaging Citizens: Creating a Culture of Transparency Like Rwanda
